县域农民收入增长路径差异的政治经济学分析——资本有机构成分解视角  

A Political Economic Analysis of the Differences in the County Farmers’Income Growth Paths——The Perspective of Decomposition of Organic Composition of Capital

摘　　要：文章基于资本有机构成分解视角下的政治经济学收入增长模型,构建了一个审视不同资本技术构成水平下收入增长路径差异的分析框架,采用脱贫攻坚战期间的县域作为研究样本,考察不同类型县域的农民收入增长差异。研究发现:贫困县的农民收入均值明显低于非贫困县且其差距呈现逐渐扩大态势,省界贫困县的农业资本技术构成均值明显低于其余县域。中国的农业资本技术构成产出弹性普遍处于较低水平,资本技术构成增长率在长期中只在非省界非贫困县中对农民收入增长能够产生显著的正向作用,并且在省界贫困县和非省界非贫困县中都与资本价值构成增长率之间呈现反向变动态势。特别地,在省界贫困县中,资本技术构成与资本价值构成之间的低水平互动不仅不利于这一地区农民收入摆脱负增长阶段的低端锁定,还不利于农民收入增长路径的整体跃升。文章的研究结论对于推动农民收入增长和乡村振兴均有着重要的政策启示。This paper bases on a political economic income growth model that decomposes the organic composition of capital,and constructs a framework to examine the differences in income growth paths under different levels of technical composition of capital(TCC).The paper uses counties during the poverty alleviation campaign as research samples to examine the regional differences in income growth of farmers in different types of counties.We find that the average income of farmers in poverty-stricken counties(PSCs)is significantly lower than that in non-poverty-stricken counties(NPSCs),and the gap is gradually expanding.The agricultural TCC in provincial boundary PSCs is significantly lower than that in other counties.The output elasticity of China’s agricultural TCC is generally at a relatively low level.The growth rate of TCC can only significantly promote the growth of farmers’income in non-provincial boundary NPSCs,and there is a dynamic trend of reverse change between the TCC’s grow rate and the grow rate of value composition of capital(VCC)in both provincial and non-provincial PSCs.Specifically,in the provincial boundary PSCs,the low-level interaction between the TCC and VCC is not conducive to breaking free from the low-end lock-in of farmers’negative growth stage,and does not contribute to the overall leap of farmers’income growth path.These research conclusions of this paper have important policy implications for promoting farmers’income growth and rural revitalization.
