摘 要:近年来,随着塑料颗粒污染在世界各地被发现及一系列船舶集装箱丢失事故导致的海洋塑料颗粒污染,特别是2021年斯里兰卡海岸外发生的“X-Press Pearl”轮火灾事件,让人们深刻意识到了塑料颗粒对海洋环境的严重危害。为有效应对塑料颗粒海上运输对海洋环境的污染,国际海事组织海上环境保护委员会及其分委会开展了一系列工作。通过介绍塑料颗粒的定义、危害及其政策制定背景,梳理国际海事组织关于塑料颗粒海上运输的政策,并结合国际海事组织政策发展方向,从海事部门和企业的角度,提出我国对塑料海运颗粒污染防治履约建议。In recent years,as plastic pellet pollution has been discovered worldwide and a series of incidents involving the loss of shipping containers have led to marine plastic pellet pollution,particularly the"X-Press Pearl"fire incident off the coast of Sri Lanka in 2021,the public has been deeply aware of the serious harm of plastic particles to the marine environment.International Maritime Organization's Marine Environment Protection Committee and its subcommittees have undertaken a series of actions to effectively address the pollution of the oceans by plastic pellets carried by ships.This paper first introduces the definition of plastic pellets,their hazards,and the background of policy formulation,reviews the International Maritime Organization's policies on the prevention and control of plastic pellet pollution from ships,in line with the organization's policy development direction,puts forward suggestions for China's compliance with pollution prevention and control of plastic particles carried by ships from the perspectives of maritime departments and enterprises.
