摘 要:针对渤海海域船舶交通流密度大、水域通航环境复杂、渔商矛盾突出、船舶动态管理协同性差等难点问题,基于海事监管与服务保障一体化总体框架,通过优化水域船舶报告制、设立渤海湾船舶动态监控中心、建立海上交通协同组织管理工作机制、耦合渤海航行指南和管理规则、打造信息联通与管控协作的“统管平台”等一系列管理措施和技术手段,形成渤海海上交通一体化协同组织成套解决方案,为提高渤海海上交通智能组织水平与交通资源综合使用效率提供理论与技术支撑。To address the challenges of high density of ship traffic flow,complex navigational environment,prominent conflicts between fishing vessels and merchant vessels,and poor coordination in dynamic ship management in the Bohai Sea,this study proposes an integrated solution of maritime traffic coordination and organization for the Bohai Sea based on a comprehensive framework of maritime supervision and services through a series of management measures and technical methods,including optimizing the ship reporting system in the waters,establishing a Bohai Bay ship dynamic monitoring center,developing a collaborative maritime traffic management mechanism,integrating the Bohai Navigation Guide with management rules,and building a unified platform for information connectivity and control collaboration.It aims at providing theoretical and technical support for enhancing the intelligent organization of maritime traffic and the efficiency in the integrative utilization of traffic resources in the region.
