摘　　要：党的二十大提出巩固和提高一体化国家战略体系和能力建设。本文从一体化国家战略体系和能力建设出发,通过梳理《中华人民共和国海上交通安全法》中涉及海事监管与航海保障一体化融合发展相关条款,分析一体化融合发展建设存在的现状和问题,并从“大融合”法制理念、海事监管、司法实践角度提出了构建海事监管与航海保障一体化融合发展的意见建议。The 20th National Congress of the CPC proposed to consolidate and enhance the integrated national strategic system and capability building.Based on the integrated national strategic system and capability building,this article studies relevant provisions in the Maritime Traffic Safety Law of the People's Republic of China regarding the integrated and coordinated development of maritime supervision and navigation service.It analyzes the current situation and challenges,and proposes suggestions for the integrated and coordinated development of maritime supervision and navigation service from the perspectives of legal concept,maritime supervision,and judicial practice in the"great convergence".
