摘 要:随着中资企业在海外油田投资的增加,高风险作业的安全管理成为重要挑战。文章首先分析了海外油田高风险作业的特点和HSE管理的重要性,然后提出了HSE管控的思路,包括组织层面和业务层面的细化,建立完善制度管理体系,推进制度与信息系统的融合,以及建立经验固化传承机制。接着,通过某中资企业在中东油田的高风险作业案例,详细阐述了HSE管控的实施过程,包括细化质量计划、建立协调机制、建立“三位系统”的风险管控机制和多部门协同办公机制等。最终,该案例成功实现了HSE管理目标,取得了显著的经济效益和社会效益,为海外油田高风险作业HSE管控积累了丰富经验。With the increasing investment of Chinese enterprises in overseas oil fields,safety management of high-risk operations has become an important challenge.This paper first analyzes the characteristics of high-risk operations in overseas oil fields and the importance of HSE management.Then,it proposes ideas for HSE control,including refinement at the organizational and business levels,establishing and improving a system management system,promoting the integration of systems and information systems,and establishing an experience solidification and inheritance mechanism.Next,through a high-risk operation case of a Chinese enterprise in the Middle East oilfield,the implementation process of HSE control was elaborated in detail,including refining the quality plan,establishing a coordination mechanism,establishing a“three system”risk control mechanism,and a multi department collaborative office mechanism.In the end,this case successfully achieved the HSE management goals,achieved significant economic and social benefits,and accumulated rich experience in HSE control for high-risk operations in overseas oil fields.
