摘  要:“人才发展治理”是一个产生于我国政策话语体系中的独有概念,被置于国家治理体系中进行重点布局,但对人才发展的内在规律性探索不足。面对当前全球发展的共同环境和趋势,将“人才”和“治理”两个中西方重视程度均日渐提升的重要概念相结合的“人才治理”概念更具包容度和普适性,探索人才治理的理论基础和实践进路应成为中西方建立有效对话、寻找共同议题的重要领域。人才治理的理论基础产生于人才研究和治理研究的中西碰撞之中,强调建立在人才主体意愿和主观能动性基础上,以促进个体或整体的人才成长发展为主线,是多元主体共同参与、协调共进的一套制度设计。人才与治理二者有机结合下的逻辑框架包含理念层、目标层、实践层、场域层等多个层面,各层面之间环环相扣,协调统一,人才治理实践便是在此系统性框架规范下的具体行动方案。“Talent development governance”is a unique concept in China’s policy discourse system,which has been placed in the national governance system for key layout,but the exploration of the inherent law of talent development is insufficient.In the face of the current common environment and trend of global development,“talent governance”,which combines the two important concepts of“talent”and“governance”are increasingly valued by both China and the west.And shows more inclusive and universal.Exploring the theoretical basis and practical path of talent governance should become a key field for China and the West to establish effective dialogue and find common issues.The theoretical basis of talent governance should be generated from the collision of talent research and governance research,which emphasizes the design of a set of systems based on the willingness and subjective initiative of talent subjects,with the main line of promoting individual or overall talent growth and development,and the joint participation and coordination of multiple subjects.The logical framework under the organic combination of talent and governance includes multiple levels such as reasoning level,target level,practice level and field level,which are interlinked and coordinated.The practice of talent governance is the concrete action plan under this systematic framework.
