延迟退休背景下我国老年人就业资本提升创新路径研究

摘　　要：为贯彻落实党中央关于渐进式延迟法定退休年龄的决策部署,适应我国人口发展新形势,充分开发利用人力资源,应积极应对人口老龄化,鼓励和支持劳动者就业创业,协助老年群体增强其就业资本,推动实现老有所为同老有所养相结合。从人力资本、社会资本、心理资本等面向来看,我国目前在老年人就业工作的推动上,已取得明显成效,但仍存在政策措施不完善,老年人知识、经验、技能等人力资源大量闲置等问题。为此,可在借鉴老年劳动参与促进政策全球先进经验的基础上,从进一步完善与老年人就业促进与权益保障相关法律法规、强化有意就业老年群体人力资本培训机制、加强对用人单位宣导鼓励、根据老年人住家社区生活圈拓展就业机会、协助老年群体信心重建与自我探索等路径持续努力,不断创新拓展老年人就业资本。To implement the central committee’s decision-making on the progressive delay of the legal retirement age,adapt to the new situation of population development in China,fully utilize and develop human resources,it is necessary to actively address population aging,encourage and support workers in employment and entrepreneurship,assist the elderly group in enhancing their employment capital,and promote the combination of being able to contribute and being able to be supported in old age.From the perspectives of human capital,social capital,and psychological capital,China has achieved significant results in promoting employment for the elderly so far.However,there are still issues such as imperfect policies and measures,and a large amount of human resources including knowledge,experience,and skills of the elderly being idle.Therefore,based on the global advanced experience of promoting elderly labor participation policies,efforts should be continuously made to further improve the regulations and systems for promoting employment and protecting the rights and interests of the elderly,strengthen the training mechanism for human capital of the elderly group who are willing to work,intensify the encouragement for employers,expand new forms of employment opportunities around the elderly’s home community life circle,assist the elderly group in rebuilding confidence and self-exploration,and continuously innovate and expand the employment capital of the elderly.
