市场结构视角下的广东省政策性农业保险效率评价

摘　　要：基于2019—2022年广东省20个地级市(不含深圳)的面板数据,分别运用三阶段DEA和DEA-Malmquist模型,评价广东省政策性农业保险的静态和动态效率。研究发现,环境因素对政策性农业保险的效率影响显著;剔除环境因素后,绝大部分地级市的政策性农业保险效率有所提高且逐年上升,但不同地区间的差异明显。广东省大多数地级市的政策性农业保险规模报酬递增或不变,17个地级市的政策性农业保险全要素生产率变化指数呈增长趋势,但仍受到政策性农业保险的规模、技术、资源配置和利用方面的限制。建议各地级市针对地区农业生产结构的差异,精准投放保险产品,增加有效供给,并进行需求侧刺激以扩大农业保险的规模和覆盖面,同时鼓励适度的市场竞争以保持市场活力和效率。Based on the panel data of 20 prefecture-level cities in Guangdong Province from 2019 to 2022,the static and dynamic efficiency of policy-based agricultural insurance in Guangdong Province was evaluated by three-stage DEA and DEA-Malmquist models,respectively.It is found that environmental factors have a significant impact on the efficiency of policy-based agricultural insurance.After removing environmental factors,the efficiency of policy-based agricultural insurance in most prefecture-level cities has improved and increased year by year,with obvious differences among different regions.In Guangdong Province,the return to scale of policy-based agricultural insurance increased or remained unchanged in most prefecture-level cities,and the change index of total factor productivity of policy-based agricultural insurance in 17 prefecture-level cities showed an increasing trend,but it was still limited by the scale,technology,resource allocation and utilization of policy-based agricultural insurance.It is suggested that prefecture-level cities,in view of the differences in regional agricultural production structure,accurately introduce insurance types,increase effective supply,and carry out demand-side stimulus to expand the scale and coverage of agricultural insurance,while encouraging moderate market competition to maintain market vitality and improve efficiency.
