摘 要:当前,公共建筑节能管理措施覆盖从土地招拍挂、立项、设计、招投标、施工到运行等多个阶段,但各阶段管理手段彼此脱节,缺乏关联性,造成缺乏统一目标、实际运行能耗难以控制等问题。对相关规章制度进行调研,从分析管理措施优化角度,提出了一套基于建筑实际运行能耗的公共建筑节能全过程管理方法。该方法将建筑实际运行能耗指标作为核心指标,贯穿建筑各建设阶段,形成闭环监管机制。有助于保障各阶段建筑节能工作最终发挥实效,切实降低建筑实际运行能耗,实现建筑领域“双碳”目标,为公共建筑节能管理提供新的思路和方法。Currently,public building energy-saving management measures cover a number of building phases from land auction,project,design,bidding,construction to operation,etc.,but the management means of each phase are disconnected from each other and lack of relevance,resulting in a lack of unified goals,and the actual operation of the energy consumption is difficult to control and other problems.A set of whole-process management methods for public building energy efficiency based on the actual operational energy consumption of the building is proposed from the perspective of analysing the optimisation of management measures by investigating the relevant rules and regulations.The method takes the index of actual building operational energy consumption as the core index,which runs through each construction stage of the building to form a closed-loop regulatory mechanism.It helps to ensure that building energy-saving work at all stages will ultimately be effective,effectively reduce the actual operational energy consumption of buildings,achieve the"dual carbon"goals in the construction field,and provide new ideas and methods for energy-saving management of public buildings.
