摘　　要：梳理国内外油气公司用电现状与用电成本管理方法,分析用电成本完整化管理面临的主要挑战,包括:用电成本快速上升,冲击传统成本优势;用电方式多元化,挑战原有管理模式;用电成本显性化,亟需用电管理改革;能源转型持续深入,欠缺系统性用电管理方案。中国海油围绕破解成本显性化困扰、打破油气田成本界限、突破账面成本限制、构建关键成本指标等方面,探索用电成本完整化管理的实施路径。建议:1)拓宽低碳化外购电方式,实现绿色高效生产;2)加强行业横向对标,建立统一用电效率评估标准;3)推动能源结构转型,提升可再生能源利用率;4)建立用电管理常态化机制,加强提质增效精益管理;5)提升员工节能意识,推动全员参与节能行动。The paper sorts out the status quo of electricity consumption and electricity cost management methods of domestic and foreign oil and gas companies,and analyzes such main challenges faced by the integrity management of electricity cost.These challenges include the rapid rise of electricity cost,which is eroding the traditional cost advantage,the diversification of electricity consumption methods,which chanllenges the original management mode,the obviousness of electricity cost,which urgently requires a revolution in electricity management,and continuous facilitation of energy transition,lacking a systematic solution for the management of electricity consumption.In the case of CNOOC,it explores implementation paths of integrity management of electricity costs which include cracking the troubles of cost performance,breaking the cost boundaries of oil and gas fields,overcoming the limitations of book cost,and constructing key cost indicators as expanding low-carbon external electricity purchase methods to achieve green and efficient production,strengthening industry benchmarking to establish a unified standard for electricity efficiency assessment,promoting the transition of energy structure to improve the utilization rate of renewable energy,establishing a normalized mechanism for electricity management to enhance quality and efficiency as well as lean management,and enhancing employees’energy-saving awareness to promote energy-saving actions by all staff.
