摘　　要：自中华人民共和国成立以来,纪检、监察、检察机关的关系经历了以配合为主、配合与制约并存、互相配合和制约三个历史阶段。同时,三机关在组织结构方面从相互独立到统一整合;在人事结构方面从个别交叉到深度融合;在案件查办方面从分工合作到协调制约。三机关的关系流变以法治化为发展路径,体现了对权力运行的规范与保障的法治化程度的追求;以反腐败为功能指向,反映了对权力运行的制度环境变化的适应;以组织效能为目标导向,蕴含了对权力运行的效率与制约的平衡。质言之,三机关的关系仍会在法治、政治两条线索共同影响下,在未来实现配合与制约并重的组织创新。Since the establishment of the People's Republic of China,the relationship among the discipline inspection commission,the supervisory commission,and the procuratorate has undergone three historical stages:primarily characterized by coordination,coexistence of coordination and restraint,and mutual coordination and restraint.These three organs have transitioned from mutual independence to unified integration in terms of organizational structure;from individual intersections to deep integration in terms of personnel structure;and from division of labor and cooperation to coordination and restraint in terms of case investigation and handling.The evolution of the relationship among these three organs takes legalization as its development path,reflecting the pursuit of the degree of legalization in regulating and safeguarding the exercise of power.With anti-corruption as its functional orientation,it reflects the adaptation to changes in the institutional environment of power operation.With organizational effectiveness as its goal-oriented approach,it implies a balance between the efficiency and restraint of power operation.
