摘 要:资源环境承载力作为国土空间规划的基础支撑,对其编制起到了重要指导作用,但当前二者关系仍未明晰,导致承载力对规划编制的指导出现脱节。利用理论分析法和归纳演绎法,揭示资源环境承载力与国土空间规划的关系和作用机制,研究不同时空尺度资源环境承载力的转化问题,并基于时间尺度构建服务于国土空间规划的资源环境承载力预警技术体系。最后,针对当前承载力研究存在的问题和争议提出以下建议:一是强化资源环境承载力内涵的研究。二是加强对资源环境承载力与国土空间规划关系的研究。三是继续深入资源环境承载力尺度转化的研究,分别从(1)数据共享,协同研究;(2)结果式导向,差异化预警;(3)在静态评价基础上,向动态预警和不同尺度联动的方向深化3个方面不同空间尺度资源环境承载力预警的承接与转化问题的研究。As a fundamental support for territorial spatial planning,the carrying capacity of resources and environment plays a crucial guiding role in its formulation.However,the relationship between the two remains unclear,leading to a disconnect between the guidance provided by carrying capacity and the actual planning process.This study,through theoretical analysis and inductive-deductive reasoning,clarifies the relationship and mechanism between resource-environment carrying capacity and territorial spatial planning.It also explores the transformation of resource-environment carrying capacity across different temporal and spatial scales,develops a system for early warning of resource-environment carrying capacity tailored to territorial planning.Lastly,in light of existing challenges and debates in current research on carrying capacity,the study offers several recommendations for further study:(1)Enhancing research into the connotations of resource-environment carrying capacity.(2)Deepening the discussion on the relationship between resource-environment carrying capacity and territorial spatial planning.(3)Advancing research on the integration and adaptation of early warning systems for resource-environment carrying capacity across multiple spatial scales.This includes focusing on three key areas,(a)data sharing and collaborative research,(b)results-oriented and differentiated early warning systems,and(c)shifting from static evaluations to dynamic warnings and integrating multiple spatial scales.
