摘  要:超限旅游如今已成为一个全球性难题,使旅游目的地居民的生活质量下降,造成环境污染加剧、商业活动难以为继、经济过度倚重旅游业以及物价持续攀升等诸多负面后果。当一个地方成为过于热门的旅游目的地时,其受到的影响犹如一把双刃剑,在推动当地经济发展的同时,也给环境施加了沉重的压力并造成严峻的威胁。疫情的爆发给人们的生活和经济格局带来了翻天覆地的变化,与此同时也将会带来新的转型。然而,一旦疫情危机消散,在疫情期间所采取的相关应对举措便会戛然而止。在旅游领域,如果旅游部门依旧沿袭疫情前的运作模式,那么极有可能重蹈覆辙,再次陷入不可持续且不负责任的经营泥沼,超限旅游的乱象也将在疫情后死灰复燃,进而可能再度引发普通民众对超限旅游的反感与厌恶情绪。因此,针对热门旅游目的地游客增长和超限旅游的管理策略有:倡导错峰出行旅游模式,开发新的旅游线路和景点;审核并制定完备的旅游规章制度,强化游客的分流引导;切实保障当地居民能够从旅游业中获取实惠,营造当地居民与游客之间的良性互动与优质体验;着力改善旅游目的地的基础设施建设,与当地相关机构合作并参与优化进程,设立健全的旅游监管机制与快速响应措施等。为有效预防这一问题的恶化,建议大力宣扬优质旅游理念以及倡导负责任的旅游行为,并借助相关科技手段来规避超限旅游现象的再度上演,力求在旅游目的地的发展与当地居民的经济利益之间达成平衡,乃至实现双方的互利共赢局面,从而推动旅游业的可持续健康发展,守护旅游目的地的生态环境与人文环境和谐共生。Overtourism has now become a global issue,leading to a decline in the quality of life of residents in tourist destinations,causing environmental pollution,unsustainable business activities,tourism-dependent economies and countinued rising prices.When a place becomes an too popular tourist destination,the impact on that place will be a double-edged sword.Athough it has promoted the local economic growth,but it also puts pressure on and threatens the environment.The epidemic has brought about tremendous changes to people's lives and economies,and at the same time it is believed that it will lead to new transformations.However,once the crisisdisappear,the current relevant response measures of individuals and enterprises may be suspended.In terms of tourism,if the tourism department continues to act in the same way as it did before the outbreak of the epidemic,there is a risk of a return to unsustainable and irresponsible practices.Over-expansion of tourism will return in the post-outbreak period,which would lead to a resurgence of the general public's aversion to overtourism.Consequently,strategies to manage tourist growth and over-tourism in popular destinations include encouraging staggered tourism,developing new tourism itineraries and attractions,reviewing and formulated comprehensive relevant tourism regulations,enhancing tourist diversion,ensuring that local residents benefit from tourism,creating a high quality experience for both local residents and tourists,improving destination infrastructure and infrastructural facilities,and cooperating with relevant local agencies to optimise the process,setting up tourism supervision and response measures,etc.In order to prevent this problem,it is recommended to promote high-quality tourism and responsible behaviors,and to adopt relevant technologies to reduce the recurrence of over-tourism ensuring that there is a balance between the economies of the destinations and its residents,even to the point of mutual benefit.
