摘　　要：新中国成立后,中国共产党及人民政府领导全国各族人民仅仅用了短短70多年的时间,就保障了黄河安澜,根本解决了中国数千年来的黄河水患问题。这既是新中国水利建设事业成就的重要体现,更是新中国治理能力的集中体现。党和国家领导人高度重视黄河治理工作,体现了卓越的领导能力;高效协调黄河治理各方面各环节关系,体现了党和政府强大的组织动员能力;善于从治理实践中总结经验教训,体现了中国共产党坚强的自我革命和自我完善能力;积极探索治理黄河的根本办法,体现了党和政府突出的创新能力;全流域统一规划、统一治理与统一调配水量,体现了中国特色社会主义制度的强大优势,创造了伟大的历史奇迹。After the founding of new China,it took only over 70 years for the CPC and the people’s government to lead the Chinese people to ensure the safety of the Yellow River and fundamentally solve the problem of the Yellow River flood in China for thousands of years.This is not only an important man ifestation of the achievements of China’s water conservancy construction,but also a concentrated reflection of China’s governance capacity.Party and state leaders attached great importance to the governance of the Yellow River,which reflected the outstanding leadership.The efficient coordination and governance of various aspects and links of the Yellow River reflected the strong organizational and mobilization capabilities of Party and government.Being good at summing up experience and lessons from governance practice reflected the strong self-revolution and self-improvement ability of the CPC.Actively exploring fundamental methods for managing the Yellow River reflected the outstanding innovative capabilities of Party and government.The uniffed planning,management,and allocation of water resources throughout the entire basin reflected the strong advantages of the socialist system with Chinese characteristics,created a great historical miracle.
