摘  要:新中国成立初期,茶叶出口承担着贸易发展的重要使命。茶业产销管理既是经济问题,也是政治问题。中央人民政府设立中国茶叶公司,由国家统筹全国茶叶产销事宜,制定更符合现实国情的产销策略,采取外销为主内销为辅的方针,大力发展红茶,产销管理中强调公私兼顾。以国营公司统筹指导茶叶种植、采摘和制作,推广机械制茶,提升茶叶品质。茶叶产销管理工作中,党和政府采取逆周期手段,对公私关系进行调整,为资本主义工商业的社会主义改造奠定了基础。In the early days of the founding of new China,tea exports played an important role in the development of trade.The management of tea production and sales was not only an economic issue,but also a political issue.The central government established the China Tea Company,which was responsible for coordinating the production and sales of tea throughout the country,made a production and sales strategy that was more in line with the actual conditions,adopted a policy of mainly exporting and supplemented by domestic sales,vigorously developed black tea,and emphasized the balance between public and private in production and sales management.State-owned companies coordinated and guided tea planting,harvesting,and production,promoted mechanical tea making,and improved tea quality.In the management of tea production and sales under government leadership,Party and government adopts countercyclical measures to adjust the public-private relationship,laying the foundation for the socialist transformation of capitalist industry and commerce.
