摘　　要：二十世纪90年代以来,联合国环境规划署、联合国粮农组织不断关注到全球化学品的协调管理,组织政府间谈判共同促进全球农药和化学品的可持续发展,在政府间谈判达成共识的基础上,逐步形成了《关于在国际贸易中对某些危险化学品和农药采用事先知情同意程序的鹿特丹公约》《关于持久性有机污染物的斯德哥尔摩公约》,对农药和化学品进行全球管控。中国已成为农药生产和出口大国,密切跟踪国际公约对农药的管控进展,对于保障农药国际贸易具有重要的现实意义。2024年9月,鹿特丹公约化学品审查委员会第20次会议(CRC20)和斯德哥尔摩公约持久性有机污染物审查委员会第20次会议(POPRC20)在意大利罗马背靠背召开。本文介绍了CRC20和POPRC20会议对农药的评审进展,从中国代表团成员的视角总结了参与本次会议磋商的主要经验,并提出了下一步工作的建议。Since the 1990s,the United Nations Environment Programme(UNEP)and the Food and Agriculture Organization of the United Nations(FAO)have been focusing on global chemical management issues,organizing intergovernmental negotiations to jointly promote the sustainable development of pesticides and chemicals.Based on the consensus reached in these negotiations,the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade and the Stockholm Convention on Persistent Organic Pollutants were gradually established to ensure the global control over pesticides and chemicals.As a major producer and exporter of pesticides,China closely monitor the progress of international conventions on pesticide management in the context of international trade.In September 2024,the 20 th Meeting of the Chemical Review Committee(CRC20)of the Rotterdam Convention,and the 20 th Meeting of the Persistent Organic Pollutants Review Committee(POPRC20)of the Stockholm Convention,were held back-to-back in Rome,Italy.This article presents an overview of the progress made in pesticide reviews at CRC20 and POPRC20,summarizes the main experiences from the perspective of the Chinese delegation,and puts forward suggestions for future actions.
