摘　　要：外贸船燃是我国炼油企业化解国内产能结构性过剩矛盾,提升企业效益的重要手段。在航运业绿色发展的长远趋势下,生物船燃因具有良好减排降碳效果,且具有与现有船舶发动机适配性高的优势,在船燃市场中的使用比例逐年增加,成为清洁替代燃料的首选。随着清洁燃料的加速应用,我国完善发展生物船燃的任务迫在眉睫。要巩固提升外贸船燃市场,应制定生物船燃出口退税的优惠政策,形成外贸产品市场竞争的价格优势。整合餐饮废油资源的获取利用,推动废油收集与加工销售科学衔接,释放生物柴油的现有产能。攻关生物船燃储存稳定性不佳的问题,加快颁布产品质量标准,掌握市场话语权。通过分析生物船燃及其主要调和组分生物柴油的性能特点、有关国家政策、产能产量等现状,归纳生物船燃生产和营销环节的制约因素,并提出进一步构建有序、高效生物船燃产业链发展建议,助力航运业绿色发展,释放外贸生物船燃效益。Foreign trade marine fuel is an important means for China′s oil refineries to resolve the structural overcapacity and improve the efficiency.Under the long-term trend of green development of the shipping industry,bio-marine fuel has been used more and more widely in the marine fuel market and become the first choice of clean alternative fuels due to its excellent emission reduction and carbon reduction effect and its high adaptability to the existing marine engines.With the accelerated application of clean fuels,it is urgent for China to develop bio-marine fuel.In order to consolidate and enhance the foreign trade marine fuel mar-ket,preferential policies for export tax rebates of bio-marine fuel should be formulated to form a price advantage in the market competition of foreign trade products.The acquisition and utilization of waste cooking oil resources should be integrated,the scientific connection between waste oil collection and processing and sales should be promoted,and the existing capacity of biodiesel should be released.The problem of poor storage stability of bio-marine fuel should be tackled,the issuance of product quality standards should be accelerated,and the right to speak in the market should be obtained.By analyzing the characteristics,relevant national policies,production capacity and output of bio-marine fuel and its main blending component biodiesel,this paper summarizes the constraints of bio-marine fuel production and marketing,and puts forward some suggestions for further building an orderly and efficient bio-marine fuel industry chain,so as to help the green development of the shipping industry and release the benefits of foreign trade bio-marine fuel.
