摘　　要：能源绿色低碳转型是实现经济社会高质量发展的关键环节。陕西省化石能源占比较高,实现“双碳”目标任务艰巨。以2012年1月至2024年8月陕西省的相关政策文件为研究对象,对涉及能源绿色低碳转型的政策内容、政策数量、发文行业、政策类型等进行分析。研究发现,陕西省紧跟国家能源绿色低碳转型战略不断调整政策,政策内容丰富、覆盖全面。其特点是侧重新能源汽车、氢能等新能源产业发展,煤、石油、天然气等传统能源结构化转型重点明确;但是在新型电力系统建设、科技创新等领域政策缺失,能源领域的法律法规欠缺,反映出陕西省存在政策体系不完备、相关政策前瞻性有所不足、政策协调不够紧密等问题。未来,陕西省应进一步发挥政府的引导与协调作用,建立健全能源绿色低碳转型的法规和标准体系,依托平台优势推动能源领域科技创新并完善相关政策支撑。Green and low-carbon energy transition is a key link to achieve high-quality economic and so-cial development.Fossil energy accounts for a relatively high proportion in Shaanxi Province,so it is difficult to achieve the goals of carbon peaking and carbon neutrality.Taking the relevant policy documents of Shaanxi Province from January 2012 to August 2024 as the research object,this paper analyzes the content,quantity,issuing industry and type of the policies related to green and low-carbon energy transition.It is found that Shaanxi Province keeps up with the national strategies for green and low-carbon energy transition and con-stantly adjusts its policies,which are rich in content and comprehensive in coverage.It lays particular empha-sis on the development of new energy industries such as new energy vehicles and hydrogen energy,and focuses on the structural transformation of traditional energy sources such as coal,oil and natural gas.However,the lack of policies in the fields of new power system construction and scientific and technological innova-tion,as well as the lack of laws and regulations in the energy field,reflects that Shaanxi Province has some problems such as incomplete policy system,insufficient forward-looking policies and insufficient policy coordination.In the future,Shaanxi Province should further play the guiding and coordinating role of the government,establish and improve the regulations and standards system for green and low-carbon energy transition,and rely on the advantages of the platform to promote scientific and technological innovation in the energy field and improve relevant policy support.
