摘　　要：受大国竞争与地缘政治“双回归”这一体系性压力的影响,欧盟与东盟调整自我认知,提高对彼此的战略期待,战略合作的适应性显著增强,于2020年12月正式确立了战略伙伴关系。欧盟与东盟在安全防务、互联互通以及规范领域形成战略合作的增长点,塑造全方位、多层次的战略合作体系。同时,受到地区大国竞争、能力不足、规范性差异以及内部分歧加剧等因素的影响,双方战略伙伴关系的发展仍面临困境。欧盟与东盟战略伙伴关系的深化有助于维持多边主义国际秩序,强化双方在国际体系中的主体性与战略空间,并为全球范围内不同发展模式的国际行为体开展区域合作提供借鉴,但双方在某些敏感领域所采取的行动,也会加剧“印太”地区地缘政治博弈的复杂性。Under the systemic pressure of the “double return”of great power competition and geopolitics,the EU and ASEAN had adjusted their self-perceptions,enhanced their strategic expectations for each other and significantly strengthened the adaptability of strategic cooperation,leading to the formal establishment of a strategic partnership in December 2020. Having formed advantageous growth points for strategic cooperation in the fields of security and defense,connectivity and norms,the EU and ASEAN have shaped an all-round and multilevel strategic cooperation system. At the same time,the two sides are still facing difficulties in developing their strategic partnership due to factors such as regional power competition,insufficient capabilities,normative divergences and intensifying internal differences. Overall,the deepening of the strategic partnership between the EU and ASEAN will help maintain the multilateral international order,strengthen the subjectivity and strategic space of the two sides within the international system,and provide reference for international actors with different development models to carry out regional cooperation on a global scale. However,the actions taken by both sides in certain sensitive areas will inevitably complicate the geopolitical game in the Indo-Pacific region.
