摘　　要：基于2015—2023年政府采购合同数据和新三板挂牌企业数据,考察政府采购对中小企业就业规模的影响及作用机制。研究发现:政府采购显著增加了中小企业的就业规模,而提升经营绩效、缓解融资约束和分散供应链风险是重要的影响机制;政府采购的稳就业效应在营商环境好、财政透明度高的地区以及获得异地采购订单的企业中更为凸显;专精特新中小企业在稳就业方面发挥了显著的引领作用。Based on government procurement contract data and data from companies listed on the New Third Board from 2015 to 2023,this study examined the impact of government procurement on the employment scale of small and medium-sized enterprises,as well as its action mechanism.The research found that,government procurement significantly increased the employment scale of small and medium-sized enterprises.Improving business performance,alleviating financing constraints,and diversifying supply chain risks were important action mechanisms.In addition,the employment stabilization effect of government procurement was more pronounced in regions with better business environment and higher-levels of fiscal transparency,as well as in enterprises that have obtained procurement orders from other regions.In addition,specialized and innovative small and medium-sized enterprises played a significant leading role in stabilizing employment.
