摘 要:随着全球能源系统向低碳转型推进,电力系统面临高比例新能源接入带来的调节资源短缺挑战。预计到2060年,中国将实现新能源装机规模超过90亿kW,成为电力供应的主体。新能源发电的波动性与季节性差异,使得电力系统需要具备更强的灵活调节能力,以确保系统的稳定与高效运行。当前,传统电力系统调节手段面临较大压力,尤其是在负荷高峰、低谷消纳及长周期电量平衡等方面的需求急剧增长。为此,本文探讨了适应新型电力系统的新型调节资源体系的建设路径,提出通过优化现有资源的功能定位与技术创新,如煤电、核电、气电、抽水蓄能等,加快新型储能、氢能等技术突破,积极探索跨系统互联、电-氢-碳耦合化工产品等多元化调节手段,强化系统调节能力,为新能源消纳和电力供应保障提供创新解决方案。面对未来调节需求的快速增长,发展新型调节资源体系,不仅需突破技术瓶颈,还应推动产业链发展,以适应能源转型的需求并实现可持续发展。As the global energy system progresses toward a low-carbon transformation,the power system is facing the challenge of a shortage in adjustment resources due to the high proportion of new energy integration.It is expected that by 2060,China will achieve an installed capacity of over 900GW of new energy,becoming the main source of power supply.The volatility and seasonal variations in new energy generation require the power system to have stronger flexible adjustment capabilities to ensure stable and efficient operation.Currently,traditional power system adjustment methods are under significant pressure,particularly in terms of meeting the rapidly growing demand for peak load management,off-peak consumption,and long-cycle power balance.In response,this paper explores the construction path for the adjustment resource system of the new power system.It proposes strengthening the system's adjustment capability by optimizing the functional positioning of existing resources,such as coal,nuclear,gas,pumped storage,and new energy storage.Additionally,it explores diversified adjustment measures such as cross-system interconnection and green hydrogen production to provide innovative solutions for new energy consumption and power supply security.Facing the rapid growth in future adjustment demand,developing a new type of adjustment resource system will not only require overcoming technical bottlenecks but also promoting the development of the industrial chain to meet the needs of the energy transition and achieve sustainable development.
