摘　　要：近年来,农村电商已成为山东省实现乡村振兴、促进共同富裕的重要抓手。然而,限于农村地区有限的资源禀赋,农村电商的高质量发展面临着资源少、突破难、可复制性差等一系列问题。因此,应深入探索资源禀赋约束下农村电商高质量发展机制,从构建农村电商多层次要素供给体系、普及技术赋能电商发展新模式、搭建县村镇多层级协同管理体系、实施“项目驱动型”人才培养新范式着手,构建出契合我国农村既有禀赋条件的电商发展范式。In recent yeans,rural e-commerce has become an important starting point for Shandong Province toachieve rural revitalization and promote common prosperity.However,constrained by the limited resourceendowment in rural areas,the high-quality development of rural e-commence is faced with a series ofproblems such as few resounces,difficult bresakthrough,and poor reproducibility.Therefore,we should deeplyexplone the high-quality rural development mechanism under the constraint of resource endowments,and buildan e-commence development paradigm that meets the existing economic strncture and endowment conditionsof China's rural areas by means of the constrution of multi-level factor supply system of rural e-commerce,the popularization of technology to enable the new model of e-commerce development,the construction ofmulti-level collaborative management system of counties and villages,and the implementation of a newparadigm of"project-driven"talent training.
