摘　　要：为满足城市化转型与城市发展新阶段的要求,东莞城市建设由产业优先的高速发展转向品质优先的高质发展,城市设计作为提升城市空间品质的重要抓手,在追求提升精细化管理水平的城市建设中愈加受到重视。东莞自21世纪初开始探索城市设计工作,在20余年的实践中,城市设计的地位逐步提升,工作内容从前瞻性的宏观叙事转向全尺度、精细化、实施性的规划管控,组织形式从政府主导转为多元利益主体诉求下的对接共建。本文通过回顾东莞城市设计治理工作历程,归纳治理创新经验,在总结与反思中对未来东莞城市设计转型挑战提出建议,以期更好发挥城市设计治理作用,提升东莞城市品质,增强竞争力和吸引力,提高市民满足感和幸福感。Faced with the requirements of urbanization transformation and the new stage of urban development,urban construction in Dongguan has shifted from high-speed development with industry priority to high-quality development with quality priority.Urban design,as an important lever to improve the quality of urban space,is increasingly valued in the pursuit of improving the level of refined management in urban construction.Dongguan has been exploring urban design work since the 21st century,and in more than 20 years of practice,the status of urban design has gradually improved.The work content has shifted from a forward-looking macro narrative to a comprehensive,refined,and implementable planning and control,and the organizational form has shifted from government led to joint construction under the demands of multiple stakeholders.This article reviews the process of urban design governance in Dongguan,summarizes the experience of governance innovation,and puts forward suggestions for the future challenges of Dongguan’s urban design transformation through summarization and reflection,to better play the role of urban design governance,improve the quality of Dongguan’s city,enhance competitiveness and attractiveness,and enhance the satisfaction and happiness of citizens.
