“一带一路”倡议是否提升了沿线国家服务业GVC分工地位?

摘　　要：提升“一带一路”沿线国家服务业全球价值链分工地位,是高质量共建“一带一路”的内容。本文基于2007~2020年ADB-MRIO和UIBE GVC Indicators数据库数据,使用多期DID方法实证检验了“一带一路”倡议的实施对沿线国家服务业全球价值链分工地位的影响。结果表明,“一带一路”建设显著提升了沿线国家服务业全球价值链分工地位,一系列稳健性检验均支持这一结论;异质性分析显示,倡议的实施对生产性服务业、流通性服务业、社会服务业以及发展中国家、非东盟国家、远邻国家全球价值链分工地位的提升作用更显著;机制检验表明,“一带一路”倡议通过增加双向直接投资以及改善基础设施水平提升了沿线国家服务业全球价值链分工地位。Improving the GVC position of service industries of countries along the Belt and Road is an important component of joint building a high-quality Belt and Road.Based on the data of ADB-MRIO database and UIBE GVC Indicators database from 2007 to 2020,this paper empirically examines the impact of the implementation of the Belt and Road Initiative on the GVC position of service industry of the countries along the route using the time-varying DID method.The results show that the Belt and Road construction has significantly promoted the GVC position in services of countries along the route,and a series of robustness tests support this conclusion.The heterogeneity analysis shows that the Initiative has significantly improved the GVC position of productive、transport and social services in countries along the Route.The construction of the Belt and Road Initiative has more significant positive impact on the GVC position of services in developing countries,and the positive effect is also more significant in non-ASEAN countries and countries far from China.The mechanism test suggests that the Initiative improved the GVC position of service industries of countries along the Route through increasing bilateral direct investment,and improving the level of infrastructure.
