摘　　要：党的十八大以来,在全面依法治国的时代背景下,高校档案工作面临着依法治档的新形势和新要求。在梳理档案法治发展脉络及高校档案工作现状的基础上,分析了新环境下高校档案依法治理面临的法治供给滞后、治理主体边缘化、责任落实不力等突出问题。针对这些问题,从优化法治供给、创新体制机制、强化责任落实等方面,提出了一系列推进高校依法治档的对策建议,旨在推动高校档案法治化建设,为构建中国特色档案治理体系贡献智慧,助力高校档案事业创新发展。Since the 18th National Congress of the Communist Party of China,under the era of comprehensively advancing law-based governance,university archives management has confronted new circumstances and requirements for law-based governance.This study,through reviewing the evolution of archival legal frameworks and assessing the current status of university archives management,identifies prominent challenges in law-based governance of university archives under new circumstances,including lagging legal provisions,marginalization of governance entities,and ineffective accountability mechanisms.To address these issues,the paper proposes countermeasures and suggestions from three dimensions:optimizing legal provisions,innovating institutional mechanisms,and strengthening accountability systems.The research aims to promote the legalization of university archives management,contribute intellectual insights to establishing an archival governance system with Chinese characteristics,and facilitate innovative development in university archives undertakings.
