摘　　要：随着新一代信息技术的发展和应用,智慧应急管理已成为提升政府应对突发事件能力的重要途径。档案数据作为应急管理的重要信息资源,在智慧应急管理中发挥着关键作用。然而,档案资源在数据治理、开放共享、安全保障等方面还存在诸多短板,制约了档案大数据在智慧应急管理中效能的发挥。对智慧应急管理背景下的档案数据治理优化方略、开放共享机制建设、数据安全保障策略进行探讨,提出档案部门要准确把握智慧应急管理发展趋势,不断完善档案治理、共享、安全的制度规范和实践路径,充分释放档案数据在智慧应急管理中的基础性、资源性、战略性作用,为推进国家治理体系和治理能力现代化贡献档案力量。With the development and application of the new generation of information technology,intelligent emergency management has become an important way to improve the government’s ability to cope with emergencies.As an important information resource of emergency management,archival data plays a key role in intelligent emergency management.However,there are still many shortcomings in data governance,open and sharing,security guarantee and other aspects of archive resources,which restricts the effectiveness of archive big data in intelligent emergency response.This paper discusses the archival data governance optimization strategy,open and sharing mechanism construction and data security guarantee strategy under the background of intelligent emergency management.Archival departments should accurately grasp the development trend of smart emergency response,constantly improve the institutional norms and practice paths of archive management,sharing and security,fully release the basic,resource and strategic role of archival data in smart emergency response,and contribute archival strength to promoting the modernization of the national governance system and governance capacity.
