摘 要:在数字经济时代背景下,大语言模型在公共管理领域展现出广阔的应用前景。以北京市密云区“大模型智能政策文件库”为例,探讨大语言模型在档案管理与服务中的实践路径。通过系统梳理智能文件库的建设背景、技术应用、实践成效,剖析大模型带来的档案数据标准化、业务流程优化和队伍能力提升等机遇,以及面临的认知偏差、经济成本和制度掣肘等挑战。在此基础上,从顶层设计完善、部门协同联动、多元主体参与、数据治理强化等维度,提出推进档案部门大模型创新应用的系统路径,旨在为档案部门借助新兴技术变革传统管理模式、优化服务供给提供有益启示。In the era of digital economy,large language model has shown broad application prospects in the field of public administration.This paper takes the“big model intelligent policy document database”in Miyun District of Beijing as an example to discuss the practical path of big language model in archives management and service.By systematically sorting out the construction background,technical application and practical results of intelligent file library,it analyzes the opportunities brought by the large model such as archival data standardization,business process optimization and team capacity improvement,as well as the challenges faced by cognitive biases,economic costs and institutional constraints.On this basis,from the top design improvement,department coordination,multi-subject participation,data governance strengthening and other dimensions,the paper puts forward a system path to promote the innovative application of large model in archives department.The purpose of this study is to provide useful inspiration for archival departments to change traditional management mode and optimize service supply with the help of emerging technologies.
