共生与共荣:基层社区助老餐厅发展困境与对策研究——以S市D餐厅为例

摘　　要：中国社会老龄人口正以较高速度增长,带来的一系列养老问题亟待解决。民以食为天。如何让老年人吃得健康吃得好,成为社会的一大诉求。对此,全国多地开展社区助老餐厅实践,但成效不一。文章对华北地区S市的社区助老餐厅开展实地调查与访谈发现,目前其主要存在盈利能力低、员工招募难、知名度低、S市对社区助老餐厅的建设支持力度有限、地区老年人养老保险覆盖程度低、社区助老餐厅宣传不足等问题。鉴于此,提出:加强政策引导,加快完善养老基础工程建设;健全个人养老金制度,提高养老保险覆盖面;加强多媒体多平台宣传等举措,促进社区助老餐厅更好发展,真正实现社区助老餐厅与老年群体共生、共荣。The aging population of China is growing rapidly,posing a series of urgent challenges for elderly care.As the saying goes,"Food is the paramount necessity of the people."Ensuring that the elderly eat healthily and well has become a pressing social demand.In response,many regions across the country have introduced community elderly-assistance restaurants,but their effectiveness varies.Based on field investigations and interviews conducted in S City,North China,this study identifies several major issues:low profitability,difficulties in employee recruitment,limited public awareness,insufficient government support for building such restaurants in S City,low coverage of elderly pension insurance,and inadequate promotion of community elderly-assistance restaurants.In light of these challenges,the following measures are proposed:strengthening policy guidance and accelerating the enhancement of basic elderly care infrastructure,improving the personal pension system to expand insurance coverage,and enhancing multi-platform and multimedia promotion efforts.These initiatives aim to support the sustainable development of community elderly-assistance restaurants,achieving true symbiosis and mutual prosperity between the restaurants and the elderly population.
