摘 要:“双碳”目标实现的核心在于提高能源效率,文章基于邻里效应视角,分析十大城市群建设对能源效率提升的影响效应,有利于扩展能源效率研究范围。文章首先对十大城市群129个城市能源效率进行测度,结果表明城市群能源效率整体上呈现倒“U”形变动趋势;同时城市群能源效率存在显著的区域差异和“俱乐部”收敛态势,东中西部地区、南北方地区之间存在显著差异和收敛性,能源效率最高的城市群为山东半岛城市群,最低的为成渝城市群。随后实证检验了城市群能源效率提升的邻里效应,结果表明城市群能源效率存在显著正向邻里效应,周边城市能源效率高能够显著促进自身城市能源效率提升;城市群能源效率的邻里效应存在异质性,正向邻里效应最大城市群都位于南方地区,而邻里效应最小的城市群都位于北方地区。文章最后从强化政策协同、加速要素流动、强化辐射带动效应等方面对进一步发挥能源效率的邻里效应提出了政策建议。The core of achieving the"dual-carbon"goal is improving energy efficiency.From the perspective of neighborhood effect,this article analyzes how the construction of ten major urban agglomerations impacts energy efficiency improvement,thus expanding the research scope of energy efficiency.This article measures energy efficiency of 129 cities within ten major urban agglomerations.Results show that overall,urban agglomeration energy efficiency presents an inverted U-shaped trend.Meanwhile,significant regional differences and club convergence trends exist in urban agglomeration energy efficiency.There are significant differences and convergence among the eastern,central,western,southern,and northern regions.The Shandong Peninsula urban agglomeration has the highest energy efficiency,and the Chengdu-Chongqing urban agglomeration has the lowest.This article then empirically tests the neighborhood effect of urban agglomeration energy efficiency improvement.Results indicate a significant positive neighborhood effect in urban agglomeration energy efficiency.Energy efficiency of surrounding cities significantly promotes improvement of a city's own energy efficiency.Heterogeneity exists in the neighborhood effect of urban agglomeration energy efficiency.Urban agglomerations with the largest positive neighborhood effect are all in the southern region,while those with the smallest are all in the northern region.Finally,This article offers policy suggestions for further exploiting the neighborhood effect of energy efficiency in terms of strengthening policy coordination,accelerating factor flow,and enhancing the radiation-driven effect.
