新质生产力视域下双向FDI高水平协调的创新效应——基于中国高技术产业的实证

摘　　要：以高水平双向投资获取全球技术溢出和资源要素,是高技术产业创新发展进而培育新质生产力的重要路径。本文在剖析双向外商直接投资(简称双向FDI)高水平协调内涵及其与新质生产力的内在联系基础上,使用2003—2021年全国省级高技术产业面板数据,实证检验双向FDI高水平协调的创新效应。研究发现:(1)中国实际使用外商直接投资(IFDI)和中国对外直接投资(OFDI)存在积极的互促效应和互补效应,二者协调发展显著促进了高技术产业创新,该结论在稳健性与内生性检验中依然成立;(2)机制分析发现,双向FDI高水平协调主要通过双向技术溢出机制和资源优化配置机制促进高技术产业创新,这与新质生产力的催生机制高度统一;(3)区域异质性研究发现,该创新效应在东部地区、南方地区正向显著,在中西部地区、北方地区没有显著影响。研究结论在高技术产业层面证实了高水平双向开放对新质生产力的催生作用,为各地区因地制宜实施开放性创新策略和发展新质生产力提供了政策启示。Acquiring global technological spillovers and resource elements through high-level twoway investment is an important path for the innovative development of high-tech industries and further for cultivating new quality productive forces.Based on analyzing the connotation of high-level coordination of two-way foreign direct investment(FDI)and its intrinsic connection with new quality productive forces,this paper empirically examines the innovation effect of high-level coordination of two-way FDI by utilizing the panel data of high-tech industries at the provincial level in China from 2003 to 2021.The results indicate that:(1)There are positive mutual promotion and complementary effects of inward foreign direct investment(IFDI)and outward foreign direct investment(OFDI)in China,and the coordination of them significantly promotes high-tech industry innovation.The conclusion still holds after the robustness and endogeneity test.(2)The mechanism analysis shows that the innovation effect of high-level coordination of two-way FDI is mainly through the mechanism of bidirectional technology spillover and optimal allocation of resources,which is highly unified with the mechanism of generating new quality productive forces.(3)Regional heterogeneity studies show that this innovation effect is positive and significant in the eastern region and the southern region,while it has no significant effect in the central and western regions and the northern region.This paper confirms the catalytic effect of high-standard two-way opening up on new quality productivity forces at the level of high-tech industries and also provides policy implications for the implementation of open innovation strategies and the development of new quality productive forces in each region according to local conditions.
