我国城市社区体育多元主体参与治理的增权机制与路径研究

摘　　要：社区体育是实现全民健身和推动体育强国战略的关键环节,在政策支持下,我国城市社区体育治理需要加强政府、社会组织、居民等多元主体的协同合作。然而,当前的治理模式仍面临表面化和形式化的问题,社会力量的积极性未得到充分激发,资源整合效率较低,无法有效满足社区居民日益多样化的体育需求。因此,引入增权理论,以北京市丰台区Y街道作为分析案例,对多元主体的增权互动逻辑进行深入分析。研究结果表明,多元主体参与治理的增权机制主要包括社区参与与民主决策机制、能力建设与资源支持机制、合作与协同治理机制以及评价与反馈机制。这些机制相互关联,通过激励居民参与、强化资源支持、促进多元合作,构建了一个以政府为主导、社会各界协同参与的治理框架;并认为我国城市社区体育多元主体参与治理的增权路径主要包括增强居民的社区体育参与主动意识和内生动力,实现政府主导与体育社会组织的双向嵌入联动发力,以及动员多主体协同共治。这些路径通过赋予居民更多权利和参与机会,激发居民的参与热情和责任感,促进社会组织在资源配置和活动开展中的积极作用,建立政府与社会力量的紧密合作,确保社区体育治理更具包容性、适应性和可持续性,从而推动社区体育资源的优化配置和治理效果的全面提升。Community sports is a key link to achieve national fitness and promote the strategy of building a leading sports nation.With the support of policies,the governance of urban community sports in China needs to strengthen the coordination and cooperation of multiple subjects such as government,social organizations and residents.However,the current governance model still faces the problems of externalization and formalization,with inadequately motivated social forces and inefficient resource integration,unable to effectively meet the increasingly diversified sports needs of community residents.Therefore,this study introduces the empowerment theory,takes Y Street in Fengtai District of Beijing as a case study,and uses literature review,interviews,and case analysis to conduct an in-depth analysis of the empowerment interactive of multiple subjects.The research results show that the empowerment mechanisms for multi-subject participation in governance mainly include four aspects:community participation and democratic decision-making mechanism,capacity building and resource support mechanism,cooperation and collaborative governance mechanism,and evaluation and feedback mechanism.These mechanisms are interrelated and,through encouraging residents'participation,strengthening resource support,and promoting diversified cooperation,construct a government-led governance framework with the participation of all sectors of society.The study also proposes that the empowerment paths for multi-subject participation in the governance of urban community sports in China primarily encompass enhancing residents'proactive awareness and internal motivation for participating in community sports;achieving bidirectional embedding and collaborative efforts between government leadership and sports social organizations;and advancing comprehensive development strategies for mobilizing multi-subject collaborative governance.These paths empower residents with more rights and opportunities for participation,stimulate their enthusiasm and sense of res
