摘  要:加强项目用海动态监测和监管是新时代全面贯彻落实新发展理念、提高海域领域治理体系和治理能力现代化水平的重要举措。文章基于广州市项目用海动态监测和监管工作现状,从监测人员和设备、培训机制等方面分析广州市项目用海动态监测和监管工作中存在的问题,并提出规范地开展项目用海动态监测和监管工作的对策及建议。建议包括加强项目用海动态监测专业人才队伍建设,做好经费保障;建立科学系统的项目用海监管培训机制;创新项目用海监管技术方法,探索项目用海立体监管;提高工作认识,及时做好项目用海监管信息填报工作。Strengthening the dynamic monitoring and supervision of sea use for projects is an important measure to comprehensively implement the new development philosophy and improve the modernization of marine system and capacity for governance in the new era.Based on the present situation of dynamic monitoring and supervision of sea use for projects in Guangzhou,this paper analyzed the problems in the dynamic monitoring and supervision of sea use for projects in Guangzhou from the aspects of monitoring personnel and equipment,training mechanisms and other aspects,the countermeasures and suggestions for the standardized implementation of dynamic monitoring and supervision of sea use for projects were also proposed.Suggestions include strengthening the construction of a professional talent team for dynamic monitoring of sea use for projects and ensuring adequate funding support;establishing a scientific and systematic training mechanism for supervision of sea use for projects;innovating regulatory techniques and methods for sea use for projects,exploring three-dimensional regulatory approaches;enhancing work awareness,and promptly completing the information reporting for supervision of sea use for projects.
