摘　　要：专属经济区近些年已成为西方沿海国家扩展海洋开发利用活动的潜力区域。2021年德国最新的专属经济区规划进一步增强了其对管辖海域的实际控制能力,扩展“蓝色发展”空间。文章分析了德国专属经济区规划对重点行业的优先性保障、保护利用活动完整性展示、时序用海的适应性管理等特征,结合中国实际,对完善中国涉海规划的表达方式、细化分区与管控内容以及探索专属经济区与大陆架规划编制等提出建议。Exclusive Economic Zone(EEZ)has become a potential space for western coastal countries to expand marine activities in recent years.The latest German EEZ plan in 2021 has further strengthened its ability to control the sea under its jurisdiction and expanded the space for"blue development".The paper analyses the features of the German EEZ plan,such as setting priority zones for key industries,mapping out all the protection and utilization activities,and the adaptive management of alternately sea-use,etc.Taking into account the actual situation in China,the article puts forward suggestions for improving the expression of China's marine planning,detailing zoning and control requirements,and exploring the planning of EEZ and continental shelf.
