摘 要:党的二十届三中全会对加快培育完整内需体系作出重大部署,要求“完善扩大消费长效机制”。以建立在新一代信息技术范式下的信息消费为研究视角,基于国家信息消费试点政策准自然试验,匹配A股上市公司微观数据,运用双重差分模型考察信息消费对企业数字技术创新的影响效应与传导机制。研究发现:信息消费试点政策通过增加企业数据要素供给、深化数字技术应用促进数字技术创新,其创新驱动效应在不同的金融科技环境、知识产权保护和网络安全治理水平下存在显著差异,即在金融科技欠发达、低知识产权保护和低网络安全治理样本中,信息消费对数字技术创新的牵引作用更加突出。The 20th Central Committee of the Communist Party of China made a major deployment to accelerate the cultivation of a complete domestic demand system,requiring"the improvement of long-term mechanisms for expanding consumption."This paper utilizes the double-difference model to examine the impact of information consumption on enterprises'digital technological innovation based on the quasi-natural experiment of the pilot policy of national information consumption city.It is found that information consumption promotes digital technological innovation by increasing the accumulation of enterprise data elements and deepening the application of digital technology,and its innovation-driven effect differs significantly under different financial and technological environments as well as levels of intellectual property protection and network security governance,the traction effect of information consumption on digital technological innovation is more prominent in areas with less-developed financially technological development,low intellectual property protection and low network security governance.
