东北三省冰雪旅游产业高质量发展的逻辑、困境与纾解

摘　　要：随着国家倡导以高质量发展促进人民生活水平提升,东北三省非常重视发展冰雪旅游产业,并将其视为经济增长的新突破口。通过对东北三省冰雪旅游产业高质量发展的逻辑进行梳理,发现东北三省具有资源禀赋的优越支持、政策指导的叠加赋能、内在需求的强力助推、产业转型的全面提振等多重有利基础。但在这一发展进程中,东北三省面临政策体系不健全使高质量发展缺乏保障;绿色发展隐患拖慢高质量发展速度;同质竞争明显,数字化转型受阻;区域协同合作网络脆弱,阻碍辐射效能发挥等困境。对此,提出以政策规划作为导向航标、以生态发展作为重要支撑、以产业振兴作为物质基础、以协同共建作为长远工程等纾解路径。通过促进东北三省冰雪旅游产业的高质量发展,实现经济效益、社会效益与生态效益的和谐统一,以此助力东北地区经济社会的全面振兴。With the country advocating the improvement of people's living standards through high-quality development,the three northeast provinces attach great importance to the development of ice and snow tourism industry and regard it as a new breakthrough for economic growth.By combing the logic of the highquality development of ice and snow tourism industry in the three northeast provinces,it is found that the three provinces have multiple favorable foundations,such as superior support from resource endowments,superposed empowerment from policy guidance,strong boost from internal demands and comprehensive promotion of industrial transformation.However,in the process of this development,the three northeastern provinces face the problem that the imperfect policy system fails to provide guarantee for high-quality development;potential problems in green development slow down the speed of high-quality development;obvious homogeneous competition and obstacles in digital transformation;the fragile regional collaborative cooperation network hinders the exertion of radiation efficiency.In response,solutions such as taking policy planning as the guiding beacon,ecological development as an important support,industrial revitalization as the material basis,and collaborative co-construction as a long-term project are proposed.By promoting the high-quality development of ice and snow tourism industry in the three northeast provinces,the harmonious unity of economic,social and ecological benefits can be achieved,thus contributing to the comprehensive revitalization of the economic and social development in the northeast region.
