摘　　要：高质量发展作为统筹创新理念,为冰雪体育旅游产业与民俗文化融合发展提供了引导,对于转变东北地区传统重工业经济结构具有积极意义。通过对东北地区民俗冰雪体育旅游产业高质量发展内涵进行剖析,从原生体系、内驱体系、外引体系、保障体系四个维度构筑东北地区民俗冰雪体育旅游产业发展体系,并指出当前各个体系发展中存在的问题。相应提出深挖民俗文化优势,丰富原生体系形式;发挥科技赋能作用,促进内驱体系发展;增强政策文化渲染,强化外引体系张力;重视基础要素支撑,完善保障体系建设等策略。通过对东北地区民俗冰雪体育旅游产业发展体系加以优化,促进我国民俗冰雪体育旅游产业高质量发展,真正实现传统与现代的关联,以期为建设文化强国、推动东北地区经济发展作出更多贡献。As a concept of overall innovation,high-quality development provides guidance for the integrated development of ice and snow sports tourism industry and folk culture,and it has positive significance for transforming the traditional heavy industry economic structure in Northeast China.By analyzing the connotation of the high-quality development of the folk ice and snow sports tourism industry in Northeast China,a development system for the folk ice and snow sports tourism industry in Northeast China is constructed from four dimensions:the original system,the internal driving system,the external attraction system and the guarantee system,and the existing problems in the development of each system are pointed out.Corresponding strategies are proposed,such as deeply exploring the advantages of folk culture to enrich the forms of the original system;giving play to the enabling role of science and technology to promote the development of the internal driving system;enhancing the influence of policies and culture to strengthen the tension of the external attraction system;attaching importance to the support of basic elements and improving the construction of the guarantee system.By optimizing the development system of the folk ice and snow sports tourism industry in Northeast China,the high-quality development of China’s folk ice and snow sports tourism industry can be promoted,and the connection between tradition and modernity can be truly realized,with the expectation of making more contributions to building a cultural power and promoting the economic development of Northeast China.
