摘　　要：大数据能够依靠自身独有的技术优势渗透、解构、再造城市治理决策机制,为城市治理决策机制创新提供了重要机遇,已成为提高城市治理能力、提升城市治理效能的关键因素。大数据促进城市治理决策机制创新的理论机理体现为二者在主体层面、理念层面、结构层面、过程层面展现出的契合性。当前,城市治理决策机制面临着精英控制导致的城市治理决策主体单一、认知局限造成的城市治理决策理念陈旧、科层壁垒引发的城市治理决策结构臃肿、程序冗繁带来的城市治理决策过程缓慢等困境。鉴于此,城市治理主体应充分利用大数据的技术优势,从决策主体多元化、决策理念科学化、决策结构扁平化、决策过程高效化等方面促进城市治理决策机制创新。Big data leveraging its unique technological advantages,can penetrate,deconstruct,and reconstruct urban governance decision-making mechanisms.It provides significant opportunities for the innovation of urban governance decision-making mechanisms and has become a key factor in enhancing urban governance capabilities and improving urban governance efficiency.The theoretical mechanism by which big data promoting the innovation of urban governance decision-making mechanisms is reflected in the compatibility demonstrated between them at the levels of subject,concept,structure and process.At present,the urban governance decision-making mechanism is confronted with predicaments such as the singularity of the decision-making subject due to elite control,the obsolescence of the decision-making concept caused by cognitive limitations,the bloated decision-making structure resulting from bureaucratic barriers and the sluggish decision-making process due to cumbersome procedures.In view of this,urban governance subjects should make full use of the technical advantages of big data to promote the innovation of urban governance decision-making mechanism from the aspects of diversification of decision-making subjects,scientific decision-making concepts,flat decision-making structures,and efficient decision-making processes.
