金朝中央外交机构及其职能述论

摘　　要：有金一代,金与周边诸政权外交事务频繁。金初,金朝中央尚未建立相关外交机构,一应对外事务皆掌权于诸勃极烈之手。经熙宗天眷改制后,随着金朝中央各机构的健全完善,尚书省及其下属六部、宣徽院等机构遂开始取代诸勃极烈参与到金朝外交政务中,外交职能较大。除此外,翰林学士院、枢密院等其它金朝中央机构虽参与外交事务较少,但亦享有一定外交职能,其与尚书省及六部、宣徽院中拥有外交职能的诸部司共同构成金朝中央多元化的外交管理体系。The foreign affairs of the Jin dynasty and the neighboring regimes were frequent in the Jin Dynasty.In the early years of the Jin Dynasty,the central government of the Jin Dynasty had not established the relevant diplomatic institutions,and all the foreign affairs were under the control of the Bojilies.After the Tianjuan reform of Xizong,with the improvement of the various institutions of the Central government of the Jin Dynasty,Shangshusheng and its subordinate Liubu,Xuanhuiyuan and other institutions began to replace Bojilies to participate in the diplomatic affairs of the Jin Dynasty,with a large diplomatic function.In addition,although other central institutions of the Jin Dynasty,such as the Hanlinxueshiyuan and the Shumiyuan,rarely participated in foreign affairs,they also enjoyed certain diplomatic functions.At the same time,these departments and Shangshusheng,together with the departments with diplomatic functions in the Liubu and Hui Yuan,formed the diversified diplomatic management system of the Central government of the Jin Dynasty.
