摘　　要：都护制度自汉以来历代沿袭,汉唐时期都护府盛行,国力亦强。唐代中后期至两宋之际,都护府呈现出由实向虚后再至实的发展轨迹。宋哲宗始设的陇右都护府在哲宗、微宗时期不断演化,最终从羁縻性质居多的西蕃都护转向实掌征伐的陇右都护。这一变化不仅反映出哲、徽两朝在军事方面的主动化,而且体现了北宋在祖宗之法精神谱系下的政治诉求,既要继承神宗遗志追迈汉唐,又要有所制衡避免尾大不掉,充分展现了强干弱枝的战略思维。建炎年间,陇右都护府因金兵占领陕西而孤悬于外,西夏的占据彻底终结了南宋的恢复之愿。The system of the military governor has been inherited from various dynasties since the Han Dynasty.During the Han and Tang dynasties,the military governor prefecture was prevalent,and the country was also strong.From the mid to late Tang Dynasty to the Song Dynasty,the military governor prefecture underwent a transformation from reality to emptiness,and then to reality.The military governor prefecture of Longyou,established by Emperor Zhezong,evolved continuously during the Zhe and Hui period,eventually transitioning from the military governor of Xibo,which was mostly a symbol of the Jimi,to the military governor prefecture of Longyou,which took over the conquest.This not only reflects the military proactivity of the two dynasties,but also reflects the political demands of the Song Dynasty under the spiritual lineage of the law made by ancestors.That is,to not only inherit the legacy of the father's examination and reproduce the situation of surrender of Siyi,but also to have checks and balances to avoid the phenomenon of the expansion of the capital's power,and to fundamentally maintain the existing strategy of strengthening the trunk and weakening the branches.During the Jianyan period,the Military Governor Prefecture of Longyou was isolated due to the occupation of Shaanxi by the troops of jin state,and later became a re-established stronghold of Xixia regime,and the wish to restore it was like the passing of Dongjing dream.
