我国公共体育场馆财政补贴优化的理论逻辑、模型构建与实证研究

摘　　要：如何改革公共体育场馆运营补贴政策,提升财政补贴政策效能,成为当前政府所迫切需要解决的一个重要课题。利用理论和实证相结合的方式对我国公共体育场馆免费低收费开放财政补贴政策改革做了深入探讨,结果表明:(1)我国对公共体育场馆免费低收费开放财政补贴进行优化调整有助于减轻政府财政压力、鼓励社会力量参与、凸显场馆公益属性和提升民众获得感;(2)研究以公共体育场馆客流量为约束条件,利用运筹学的线性对偶理论推算出合理的影子价格,并最终构建出体育场馆免费低收费开放的财政补贴优化模型;(3)通过对杭州市体育场馆的实证分析,认为2023年12月份政府应该对免费低收费开放的公共体育场馆补贴的货币总额为36800.4元,对未免费低收费开放的社会体育场馆补贴的货币总额为5014.56元;(4)最后提出了加大对社会体育场馆经营的扶持力度、科学看待数字技术对体育场馆的影响和丰富对场馆公共体育服务的购买方式等对策建议。How to reform the subsidy policy for the operation of public sports venues and improve the effectiveness of financial subsidy policies has become an important issue that the government urgently needs to solve.This study uses a combination of theory and empirical research to explore in depth the reform of the financial subsidy policy for the free and low-cost opening of public sports venues in China.The results show that:(1)Optimizing and adjusting the financial subsidies for free and low-cost opening of public sports venues in China can help alleviate government financial pressure,encourage social forces to participate,highlight the public welfare attributes of venues,and enhance public perception;(2)Researching the constraint of passenger flow in public sports venues,using the linear dual theory of operations research to calculate reasonable shadow prices,and ultimately constructing a financial subsidy optimization model for free and low-cost opening of sports venues;(3)Through empirical analysis of sports venues in Hangzhou city,it is believed that in December,2023,the government should provide a total monetary subsidy of 36800.4 yuan for public sports venues that are open for free at low fees,and 5014.56 yuan for social sports venues that are not open for free at low fees;(4)Finally,suggestions were put forward to increase support for the operation of social sports venues,to scientifically view the impact of digital technology on sports venues,and to enrich the purchasing methods of public sports services in venues.
