国际竞争力视角下美国田径裁判员培养机制研究与中国镜鉴

摘　　要：裁判的国际竞争力是评价各国竞技体育竞争力的一项内容,田径裁判工作作为竞技体育中的重要一部分具有重要的意义。通过文献资料调查研究,研究分析了田径裁判国际竞争力提升的时代需求,梳理了国际竞争力视角下美国田径裁判培养机制特点:扁平化的裁判资源管理机制、专业化的裁判认证机制、双向化的裁判评估机制、完善的裁判监督机制。结合国情为我国田径裁判提升国际竞争力提供了以下镜鉴:培养裁判紧跟信息化的意识,促进裁判专业能力的提高;努力提升裁判国际交流的能力,鼓励裁判走向世界舞台;搭建多层次的裁判梯队建设,为中国田径裁判工作储备人才;积极申办、承办田径国际赛事,抓住田径赛事发展的时代机遇。The international competitiveness of referees is one of the contents of evaluating the competitive power of competitive sports in various countries.The work of track and field referees is of great significance as an important part of competitive sports.Through literature investigation and research,this paper analyzes the needs of the times to improve the international competitiveness of track and field referees,and summarizes the characteristics of the training mechanism of track and field referees in the United States from the perspective of international competitiveness:flat referee resource management mechanism,professional referee certification mechanism,bidirectional referee evaluation mechanism,and perfect referee supervision mechanism.According to the national conditions,it provides the following mirror for our track and field referees to improve their international competitiveness:training referees’awareness of keeping up with information technology,promoting the improvement of referees’professional ability;striving to improve the international communication ability of referees,encourage referees to go to the world stage;to build a multi-level referee echelon construction and reserve talents for Chinese track and field referees;actively bidding for and host international track and field events,and seizing the opportunities of the development of track and field events.
