广西抽水蓄能电站项目用地重点问题讨论与思考

摘　　要：抽水蓄能电站工程移民安置规划项目用地主要包括用地分析、耕地占补平衡分析、临时用地复垦规划设计等内容。其中,耕地占补平衡方案和临时用地复垦规划设计与设计思路、地方政策及后期实施密切相关,存在一定的潜在风险和问题。笔者通过对广西壮族自治区内多个抽水蓄能电站耕地占补平衡和临时用地复垦情况进行统计分析,探讨两者的实施现状及存在的问题。耕地开垦是落实耕地占补平衡的重要方式。鉴于耕地开垦与临时用地复垦均属于土地整治的范畴,笔者提出将两者相结合的设想,并对其进行相关分析与讨论,以期为同类项目提供参考。The land use in the resettlement planning of pumped storage power station projects mainly includes land use analysis farmland occupancy and reclamation balance analysis and temporary land reclamation planning and design.Among these the farmland occupancy and reclamation balance plan and the temporary land reclamation planning and design are closely related to the design concept local policies and subsequent implementation and may involve some potential risks and issues.Through statistical analysis of the farmland occupancy and reclamation balance and temporary land reclamation in several pumped storage power stations in Guangxi the author explores the current implementation status and existing problems of these two aspects.Cultivated land reclamation is an important method for implementing the farmland occupancy and reclamation balance.Considering that both farmland reclamation and temporary land reclamation fall within the scope of land consolidation this paper proposes the idea of integrating the two processes and conducts relevant analyses and discussions to provide references for similar projects.
