摘　　要：党的二十届三中全会高度重视“一带一路”机制建设,并将“完善推进高质量共建‘一带一路’机制”作为高水平对外开放的重要组成内容。2023年是“一带一路”共建倡议提出十周年。十年中,“一带一路”共建取得了伟大成就,得到了越来越多国家的热烈响应。新发展理念是在新一轮科技革命带来生产力跃迁、全球治理体系面临深刻调整的世界百年未有之大变局下,党和国家在科学研判基础上对未来发展所提出的重要战略思想。新发展理念不仅指导着我国经济社会发展,也与“一带一路”共建的发展要求高度契合,可对“一带一路”共建十年的伟大成就作出有效解释。习近平总书记在第三届“一带一路”国际合作高峰论坛主旨演讲时,提出未来“一带一路”共建的三个指导原则和八项行动,涵盖了新发展理念的各个方面。未来“一带一路”的繁荣与发展必将继续沿着创新之路、协调之路、绿色之路、开放之路和共享之路阔步前行。The third plenary session of the 20th CPC Central Committee attaches great importance to“Improving the mechanisms for high-quality cooperation under the Belt and Road Initiative”as an important component of promoting high-level opening-up.The year 2023 will mark the 10th anniversary of the Belt and Road Initiative.Over the past decade,the Belt and Road Initiative has made great achievements and received enthusiastic responses from more and more countries around the world.The new development philosophy is a major development concepts put forward by the CPC and the PRC on the background of productivity upgrades by the new round of scientific and technological revolution and profound adjustment of global governance system under the once-in-a-century changes taking place in the world.It is not only suitable for China’s economic and social development,but also highly compatible with the development requirements of the Belt and Road,which could effectively explain the great achievements of the Belt and Road in the past decade.In his speech at the Third Belt and Road Summit Forum for International Cooperation,President Xi Jinping put forward three guiding principles and eight actions for the future construction,which fully cover all aspects of the new development philosophy.The third plenary session of the 20th CPC Central Committee’s discussion on the high-quality construction of the Belt and Road also deeply embodies the requirements of the new development philosophy.The prosperity and development of the“Belt and Road”requires a road of innovation,coordination,green,openness and sharing.
