美西方话语霸权的衰落与新时代对外宣传的新思路

摘　　要：美西方一直有组织、有系统地施行对华话语霸权,使我国的国际舆论环境极其恶劣。当前世界形势下,美西方金融和科技霸权出现了崩塌迹象,军事霸权威风不再,美西方霸权在全面衰落;人们对政府机构、选举制度和新闻媒体这三个西方民主制度的重要支柱的信任度在不断下降,“民主危机”正在反噬美西方话语霸权;美西方靠“中国威胁论”黏合自身社会分裂的策略已不可持续。“泛意识形态化”下“社会主义”在西方再难成为话语禁忌;资本主义危机正在培养自己的掘墓人;中国在国际舞台上的积极有为使社会主义的正面形象不断加强,这些因素均使中国对外宣传的环境在向好发展。我们应积极有为,把握媒体主动权,同时借嘴说话、借筒传声、借力办事,突破美西方对华舆论霸权。The West has been systematically implementing the discourse hegemony to China,which has made the international public opinion environment of China extremely bad.In the current world situation,the hegemony of financial and science of the West shows signs of collapse,the military hegemony is no longer authoritative,and the Western hegemony is in an overall decline.People’s trust in government institutions,election system and news media,the three important pillars of Western democracy,is declining,and the“democratic crisis”is biting back at the discourse hegemony.The strategy of sticking the divided societies by the“China threat”theory is no longer sustainable.Under the“pan-ideology”,“socialism”is no longer a taboo in the West.The crisis of capitalism is producing its own gravediggers.China’s positive efforts in the international arena have continuously strengthened the positive image of socialism.All these factors make the environment of China’s external publicity in a good development.We should be proactive,seize the initiative of the media and find suitable foreign media to cooperate with to break the Western hegemony of public opinion in China.
