摘　　要：从整体性治理理论视角出发,聚焦价值观念、组织结构、运行管理3个方面,审视社区公共体育空间治理中存在的行为与价值取向出现偏离、权力与职责不匹配、评估标准不完善、信息孤岛等碎片化问题。从多重维度提出社区公共体育空间治理碎片化的整体性治理路径:一是要重塑价值理念,加强以公共性为核心的理念引导,秉持共建共治共享的发展思路,强化多元主体间的整合协调意识,发挥协同力的倍增效应;二是要调适权责张力,从制度、管理和政策等层面调适多主体权责网格,建立整体性责任机制,形成联合行动的整体政府,提高权责匹配度和功能互补性;三是要协调整合资源,运用数字技术搭建智能化管理平台,推进资源配置从统一式供给迈向差异式供给,强化整体服务精准性。From the perspective of holistic governance theory,the paper focuses on three aspects:value concept,organizational structure and operation management,and examines the fragmentation problems such as deviation of behavior and value orientation,mismatch of power and responsibility,imperfect evaluation criteria and information island in the renovation of community public sports space.From multiple dimensions,the overall governance path for the fragmentation of community public sports space regulation is proposed.First,the value concept should be reshaped,the concept guidance with publicity as the core should be strengthened,the development concept of co-construction,co-governance and sharing should be firmly adhered to,the integration and coordination consciousness among multiple subjects should be strengthened,and the multiplier effect of synergy should be exerted.Second,it is necessary to adjust the power and responsibility tension.Proceeding from the system,management and policy levels,we should adjust the multi-body power and responsibility grid,establish a holistic responsibility mechanism,form a joint action of the whole government,and improve the matching degree of power and responsibility and functional complementarity;The third is to coordinate and integrate resources,use digital technology to build an intelligent management platform,promote resource allocation from unified supply to differential supply,and strengthen the accuracy of the overall service.
