摘 要:在汉魏时代,郡太守经常会主动发出“教令”或在对僚属提出的建议予以认可、修正后拟定并发出“教令”。由于郡太守与属吏之间的关系类似君臣,“教令”的执行力往往会相当可观。如此,因为地方官府与中央在为政思路上未必始终一致,“教令”在推动中央政令落实的同时也对朝廷统治之强固带来了冲击。朝廷对此当然有所认识并提出了某些救弊之方,但终因郡太守的位高权重和地方势力的持续增长而收效有限。In the period from Han dynasty to Wei dynasty,the commandery governor always actively issued an admonition,or enacted and issued an admonition after he approved or amended the suggestion from his subordinates.Because the relationship between commandery governor and his subordinates could be regarded as the monarch to the subjects,the executive force of admonition was often pretty considerable.In the case,because local government didn’t agree with central government’s political opinion throughout,on one hand,admonition could forward the implementation of the policy or ordinance of central government;on the other hand,it could also impact the control of the imperial court.Of course,the imperial court was aware of it and put forward some solutions,but due to the high status and strong power of the commandery governor and the continuously increase of the local force,the effect of the solutions was limited.
