运输机场开展法定自查现状及存在的问题分析

摘　　要：2022年9月28日民航局发布了《民航单位法定自查工作规范》(民航规[2022]51号),要求民航生产经营单位进一步规范法定自查工作,运输机场作为民航内重要的生产经营单位,规范、有序开展法定自查对确保民航持续安全具有重要意义。本文从民航局相关政策文件入手,辨析了法定自查概念及作用,从法定自查制度、自查机构和人员、自查清单、自查实施、体系融合、电子化系统建设等六方面,分析了运输机场法定自查的开展现状及存在的问题,最后针对问题提出了对策建议,对运输机场进一步提升法定自查效能提供参考与借鉴。On September 28,2022,the Civil Aviation Administration of China issued the“Norms for Statutory Self Inspection of Civil Aviation Units”(Civil Aviation Regulations[2022]No.51),which requires civil aviation production and operation units to further standardize statutory self-inspection work.It is of great significance for ensuring continuous safety of civil aviation that transport airports as important production and operation units in civil aviation carry out statutory self-inspection in a standardized and orderly manner.Starting from relevant policy documents of the Civil Aviation Administration of China,this article analyzes the concept and role of statutory self-examination.From six aspects:statutory self-examination system,self-examination institutions and personnel,self-examination checklist,self-examination implementation,system integration and electronic system construction,the current situation and existing problems of statutory self-examination in transportation airports are analyzed.Finally,countermeasures and suggestions are proposed to provide reference for further improving the efficiency of statutory self-examination in transportation airports.
