摘 要:对2012—2022年31个省份森林资源保护力度进行评价,构建森林资源保护力度评价指标体系,采用熵值法计算森林资源保护力度,并运用面板数据模型分析自然资源委托代理机制对森林资源保护力度的贡献。结果表明:2012—2022年森林资源保护力度分化明显,自然资源委托代理机制与森林资源保护力度显著相关,且对森林资源保护力度的贡献较大;自然资源委托代理机制实施地区的森林资源保护力度较高,反之较低。建议建立代理约束与激励机制,完善自然资源资产监管机制,构建完善的森林资源评价指标体系。⑴Background——The management system of natural resources and ecological environment has some problems,such as unclear powers and responsibilities,unimplemented rights and interests,and imperfect systems.The construction of the principal-agent mechanism of natural resources assets has a positive role in promoting the sustainable development of natural resources.Strengthening forest resources protection is the requirement of the times and the key means to build ecological civilization,develop modern forestry and promote scientific development.However,there are some problems in the forest resources protection,and the construction of the principal-agent mechanism is conducive to the sustainable development of forest resources and the effective improvement of ecological environment.⑵Methods——This paper first put forward the research hypotheses on the basis of theoretical analysis.Then,the intensity of forest resources protection was selected as the explained variable,the principal-agent mechanism of natural resources assets was selected as the core explanatory variable,and the evaluation index system of forest resources protection intensity was constructed.Finally,based on the panel data of 31 provinces(municipalities and autonomous regions)in China from 2012 to 2022,the entropy method was used to calculate the intensity of forest resources protection,and the impact of the principal-agent mechanism of natural resources assets on forest resources protection was discussed by using the time-varying difference-in-differences model.The research data came from“China Statistical Yearbooks”,“China Forestry and Grassland Statistical Yearbooks”and public materials of the National Bureau of Statistics.⑶Results——In terms of time,the intensity of forest resources protection shows a trend of continuous rise and polarization from 2012 to 2022.With the passage of time,the intensity of forest resources protection shows a downward trend.In terms of areas,the intensity of forest resources protection in western C
