摘 要:新冠疫情的冲击显著改变了世界能源消费模式。在疫情冲击的“创造性破坏”视角下,构建了环境政策效率比较框架模型,利用91个国家和地区疫情期间电力能源的面板数据,实证探讨了疫情冲击下不同环境政策工具与可再生能源消费和技术创新之间的关系,以确定疫情后世界能源消费趋势的系统性转变。研究发现,疫情冲击造成世界能源总体消费急剧下降,却导致了能源效率永久性提高,产出的能源强度相应下降,同时,能源消费向可再生绿色能源加速转变。不同的环境政策工具或组合,在驱动可再生能源技术创新过程中存在异质性。整体上来看,在以税收、交易计划和上网电价等市场化环境政策为主的发达经济体中,这种促进效应更为直接和显著,但在较多依赖补贴、排放许可及行政命令(CAC)等非市场化环境政策的新兴市场中,表现得较弱且存在滞后效应。The outbreak of COVID-19 and the subsequent lockdowns and quarantines have significantly altered global energy consumption patterns.Utilizing panel data from 91 countries and regions,this study examines the relationship between the impact of COVID-19 and the utilization and innovation of renewable energy,incorporating environmental policy variables and institutional heterogeneity(developed versus emerging market countries).The research explores the systemic changes in global energy consumption trends following major public health events.Findings indicate that the pandemic has led to a substantial decline in overall global energy consumption,resulting in lasting improvements in energy efficiency and a corresponding reduction in output energy intensity.Concurrently,driven by environmental policies,there has been an accelerated transition towards renewable green energy,with a significant increase in the share of renewable energy usage.Different types of environmental policies(market-based vs.non-market-based instruments)exhibit varying degrees of effectiveness in promoting renewable energy use and innovation.Overall,these effects are more pronounced in developed economies,while emerging markets exhibit relatively weaker and lagging responses.
