摘　　要：武汉会战期间,日本军政当局调整侵华政策,由全面军事进攻,转向“政略进攻”为主、军事进攻为辅。为加紧实施“政略进攻”、推进“以华制华”侵略政策,日本决定成立兴亚院,作为沦陷区“现地最高权力机关”,直接参与制定和实施各种侵华政策。兴亚院极为重视“长江流域情报工作”,不仅在长江中下游的华中沦陷区开展实地调查,而且极力搜集长江上游的重庆国民政府情报。兴亚院不仅在长江流域开展各种情报和调查活动,而且提出“开发方策”“处理对策”,为其制定和实施侵华政策提供“重要参考”。兴亚院成为日本侵华政策的主要“决策者”和“执行者”,其在华中沦陷区政治、经济、文化侵略罪行充分佐证了这点。Before and after the battle of Wuhan,Japanese military and political authorities adjusted the strategy of aggression against China,from comprehensive military offensive to“political offensive”as main,military offensive as auxiliary.In order to step up the implementation of the“political offensive”and promote the aggressive policy of“using Chinese collaborators subdue the Chinese”Japan decided to set up Asia Development Board,which was directly involved in the formulation and implementation of various aggression policies against China,as“highest authority on the ground”in occupied areas.Asia development board attached great importance to“information work in the in the Yangtze River”,which not only conducted filed investigation in the the middle and lower reaches of Yangtze River’s the occupied areas of Central China,but also tried to gather information about the national government of Chongqing in the upper reaches of the Yangtze River.Asia Development Board not only carried out various intelligence and investigative activities in the Yangtze River,but also proposed“Development Strategies”and“Treatment Countermeasures”to provide“important references”for Japan to formulate and implement its policy of aggression against China.It became the main“decision maker”and“executor”of Japan’s policy of invading China,which was fully proved by its crimes of political,economic and cultural aggression in the occupied areas of Central China.
